Romans 12:
1 I beseech you therefore, brethren, by the mercies of God, that ye present your bodies a living sacrifice, holy, acceptable unto God, which is your reasonable service.
2 And be not conformed to this world: but be ye transformed by the renewing of your mind, that ye may prove what is that good, and acceptable, and perfect, will of God.
3 For I say, through the grace given unto me, to every man that is among you, not to think of himself more highly than he ought to think; but to think soberly, according as God hath dealt to every man the measure of faith.
The counsel found in Romans 12:1-3, while originally written to the Believer, does not exclude or ignore fallen mankind in general ...to every man that is among you, not to think of himself more highly than he ought to think; but to think soberly, according as God hath dealt to every man the measure of faith. This counsel is a wake-up call to the Unbeliever, which each new Believer in turn shares with those still in darkness.
I cannot think that these words of Scripture were written exclusively for the church, but for "every man"; men, women, and children. Certainly all sinners must be led to consider their "Maker"; to "think soberly" (Romans 12:3) of "the eternal power of the Godhead" (Romans 1:20).
The thought, "We have this hope" is, in a special sense, a term known in Christian circles; however ...He is able also to save them to the uttermost that come unto God by him, seeing he ever liveth to make intercession for them. Hebrews 7:25 is available to the ungodly for their redemption; -if haply they might feel after him, and find him, though he be not far from every one of us:
Acts 17:
24 God...
26 ...hath made of one blood all nations of men for to dwell on all the face of the earth, and hath determined the times before appointed, and the bounds of their habitation;
27 That they should seek the Lord, if haply they might feel after him, and find him, though he be not far from every one of us:
28 For in him we live, and move, and have our being...
Believer or Unbeliever; every man, is my brother. In Romans 12 Paul may have been writing exclusively "to the Church" of his day; however, in verse 2 he challenges all to be not conformed to this world: but be ye transformed by the renewing of your mind, that ye may prove what is that good, and acceptable, and perfect, will of God. -If they were all already converted, he wouldn't have been moved by the Spirit of God to write this. Jesus IS the author and finisher of our faith (Hebrews 12:2; Revelation 14:12).
I cannot fathom the problem some are having with the idea that Jesus Christ is "the measure of faith" given to fallen mankind. ...the manifestation of the Spirit is given to every man to profit withal. (1 Corinthians 12:7) And God hath from the beginning chosen you to salvation through sanctification of the Spirit and belief of the truth: 2 Thessalonians 2:13 is available to each and every fallen man, woman, and child. Not all will accept that Faith as theirs, that Righteousness as theirs.
For if, when we were enemies, we were reconciled to God by the death of his Son, much more, being reconciled, we shall be saved by his life. Romans 5:10
For he hath made him to be sin for us, who knew no sin; that we might be made the righteousness of God in him.
2 Corinthians 5:21
"...when we were enemies, we were reconciled to God by the death of his Son..." Will all "enemies" of God be saved? -NO; but it is the measure of faith that God the Father "first trusted in Christ" (Ephesians 1:12), with, that gives any one of us, "a prayer" of hope in this life, and for the eternal life to come.
Yes; God has given to every man the measure of faith; saving faith.
Hebrews 12:
1 Wherefore seeing we also are compassed about with so great a cloud of witnesses, let us lay aside every weight, and the sin which doth so easily beset us, and let us run with patience the race that is set before us,
2 Looking unto Jesus the author and finisher of our faith; who for the joy that was set before him endured the cross, despising the shame, and is set down at the right hand of the throne of God.
3 For consider him that endured such contradiction of sinners against himself, lest ye be wearied and faint in your minds.
